Hum, my hypothesis is this: First, the water in the branch is going away, this increasing the resistance of the branch. When at the critical point of resistance (when the branch becomes as resistive as the air, the electric arc goes airborn, through the path of least resistance, which is in this case the already charged air around the branch. Decay of that tunnel leads to the meandering arc you see after.
As you can see, the bath of least resistance is not always in shortest line between two points, but the path of charges air particles.
I also hypothesize that the burning of the branch might have led to plasma generation, triggering the visible arc. A little like this http://www.youtube.com/watch?v=AE3dRBlQjTE
